James taught at National Taiwan University as an associate professor before joining RMIT VN. He completed a PhD at the School of Information Technology, Deakin University, Australia with research interests in mHealth networks and cybersecurity, IoT and Health Informatics. He has worked in the ICT industry for over 20 years in roles such as solutions design, testing and technical support. He has specialized in Intelligent Networks for wired and mobile networks during the earlier stages of his career, and later worked on IP, IMS, NGN and VoIP technologies. James has experience with major solutions and service providers such as LG, Telecom NZ, Vodafone, Siemens, Telstra, Alcatel-Lucent and NBN Co. He recently went to Africa as a volunteer IT advisor sponsored by the Australian government (DFAT) to help NGOs.

James was a professional expert in the ICT industry as a software tester and solutions designer including cyber security, network design, network security, IP, wireless sensor networks, IoT, cloud & national broadband networks specialized in access network technologies such as FTTx. Academic author in networking and cyber security: in IT, network security and networking technologies, malware analysis, packet capture analysis, and health informatics and mobile health informatics in IoT/Sensor networks. He has worked at NBN Co (AU), Nokia (AU, NZ), Spark NZ, TelstraClear (NZ), Vodafone (AU), LG (Korea) as an engineer, solution architect, test manager and technical director.

  • 2022 – 2023 FTTX Integration Engineer, SEO INES NBN Co Australia FTTX General Capability to build, integrate and maintain the end-to-end test environments in a multi-vendor network, focusing on Integration and Configuration engineering in access network domain including ONT/OLT/GPON. Support various test programs.
  • 2014 – 2015 Test Manager, Network Operation NBN Co, Australia Provided test lead role responsible for designing, developing, and executing for the Network Operations Acceptance Team. Lead teams in the delivery & implementation of testing. Test Process Improvement - assess, report & implement change. Acted as a key relationship manager, promoting software testing services & capability within NBN Co virtual testing team environment.
  • 2014 – 2014 IT Advisor, Volunteer Australian Government DFAT Provided IT advice for Internet and Intranet of organization for an NGO (Women In Self Employment) and Myungsung Christian Medical Centre in Addis Ababa, Ethiopia. Article shown on Australia government DFAT newsletter.
  • 2007 – 2012 Solutions Designer Nokia (Alcatel-Lucent) Australia Telstra/NBN Co/Optus projects. Designed NBN Co high-level design using IBM tools for Wireless Signaling, Aggregation Network. Built, configured and tested NBN Lab Management Network with Nokia switches and Service Routers. Delivered test program for Next Generation Network with IP PBX, ACME packet, Juniper & Tellabs switches/routers along with fixed and mobile networks. Worked in Telstra Titan projects and Business Ethernet Evolution testing project with OSS (Fulfil, Assure & Billing), IP/MPLS & MEF (Metro Ethernet Forum) Career Ethernet technologies with Access and Aggregation networks. 1994 – 2007 Senior Technologist Spark NZ (Telecom NZ) Designed solutions for PSTN, Intelligent Networks and the CDMA mobile network.
